It is called the Tourist Development Tax because it is meant to support the Tourist Development Council which is meant to support tourism. Florida Statute 125.0108 I think...it's been a while since I worked with that.
While I'm sure many tourists accidentally wind up on my dirt road, I'm also sure using the bed tax to finish building/paving it would draw some sort of sanction from Tallahassee.
