Military Building on Okaloosa island

I know, some call the area from Destin to Fort Walton Beach Santa Rosa Island and others call it Okaloosa Island.
I am interested to know what the building is about halfway between right at the water's edge. There was work done to beef up the wall that is exposed to the surf a couple years ago. I have walked to the edge of the building from both sides and when the surf is down, you can walk the whole beach.
I am just curious what that building is for.

There used to be a dome like you see for a telescope on top of the building that was there. My guess is that it was a tracking telescope for tests done out over the gulf.
There used to be one just like it on old 98 right around where the Henderson Beach park in, now...

The small dome building that got taken out by Ivan/Dennis was a doppler radar site. (AF has its own weather forecasters separate from the civilians. One of my old neighbors used to head it up locally)

I suspect that the remaining building is also associated with tracking both weather and missles out in the Gulf part of Eglin test range, though they do most of that these days from a bigger building on the Island between FWB and Navarre.
