since this is a government of, by and for the people couldn't we throw out the highs and keep the lows...don't the lows actually better refect the market currently...is it just me, or does the fact that we consider only 1 years sales to get values, seems absurd?...makes more since to take a 10 or 50 year average to me...

I agree with you, it would make more sense to determine what actual market value is right now. I would go with a different strategy then just take out high and low and average the rest.
