SoWal Noise Ordinance

Re: Noise Ordinance

I remember a year or so ago Code Enforcement was in the Blue Bar with noise meters, they looked like a bad ghostbusters movie.
Mamma let the boys play that rock-n-roll.

That makes no sense. The ordinance covers noise at the property line of the complaintant. What noise is happening at the source is not relevant. It is what noise leaves your property and can be heard at the person who complains property.

I was there, seen it. Correct it makes no sense. One more example of the inconsistent way code enforcement conducts business.

They were probably just in there playing with their new toys. Seeing just how high the levels went, you know, up to 11....

Re: Noise Ordinance

From WalCo Code of Ordinances:
"Sec. 9-146. Legislative findings; declaration of necessity.
(E) Neighborhood exposure to noise can seriously deteriorate the quality of life for people, and can have other significant negative impacts. Exposure to noise at levels such as might be measured at residences near bars and commercial establishments has been shown to cause detrimental physiological, biochemical and psychological impacts. Exposure to loud noise has been shown to result in uncontrollable stress which can result in alterations in mood as well as hormonal and nervous system changes in healthy subjects. A lack of control over noise results in a variety of neurobiological and behavioral alterations, a phenomenon known as "learned helplessness." It has been demonstrated that blood pressure is reproducibly elevated in response to intermittent loud noise. The noxious stimulus of noise has long been used as a laboratory model for producing stress because it results in the same biological and physiological responses as other stressors. Noise has been clearly implicated in sleep disturbance, resulting in a cascade of negative effects. The stress, tension and fatigue associated with long-term exposure to noise has destroyed marriages, cost people their jobs and forced other people to sell their houses at significant losses. Long term exposure to noise has been linked to anti-social behaviors."

BTW, the only specific places which I can find addressed in the Walton County Code of Ordinances, regarding noise are GRAYTON BEACH, CHAPARREL ESTATES, HIDDEN HARBORS AND HOLIDAY SHORES.

Re: Noise Ordinance

The specific ordinance was passed in 2003 .. it is Ordinance 2003-09 and under Section 4 is "applicability." It basically states this ordinance applies to the unincorporated areas south of the Choctawhatchee Bay and Intercoastal Waterway excluding Grayton Beach.

Re: Noise Ordinance

It isn't the bars, its the construction. The sound of South Walton could be the brown thrasher, or the mockingbird, or even the morning dove, but that ain't it! South Waltons sound is the backup beeper!

Boy what people must think of us if they just read our codes.

At the meeting for this, there was a lady living in BM complaining about the noise at one of those big condo things that they build. But since it being passed, all I have ever heard about are complaints about bar noise, late at night. Not to long ago someone wrote a letter to the editor about the Blue Bar, and that place on 30-A that sold the cracker rolled sandwiches a few years back was getting a lot of complaints. But no one seemed to be able to do anything, the SO referred them to CE which was not available on the weekends. Oh yea and the JAzz Festival at Gulf Place was generating complaints cause the wind blew the noise back into the subdivision behind them.

Re: Noise Ordinance

While I am certainly not a fan of the 7 am Saturday nail gun either, I think people need to get a reality check as to what NOISE really is. Some of the stuff I hear people biatching about is hilarious!

Military flight that shakes the house: noise and your tax dollars at work

Housekeepers vacuuming a neighboring condo too loudly: you needing a reality check!

Music at a local restaurant/bar that predates your house/condo: the beach ambiance you paid $$ for!

They sell earplugs at Tom Thumb and Publix! I use them on airline flights to muffle my fellow passengers' whining. It also muffles their kids too ;-).

Do the parents get mad when you stuff the plugs in the kiddies little mouths?
