GENEVA - The U.S. began moving naval and air forces closer to Libya and declared on Monday that all options were open, including the use of warplanes to patrol the country's skies, to protect Libyans threatened by an increasingly isolated and defiant Moammar Gadhafi. The U.S. and Europe were freezing billions in Libya's foreign assets.

Secretary of State Hillary Rodham Clinton said the United States was exploring the idea of a no-fly zone to prevent Gadhafi's government from bombing its citizens, and European leaders were discussing that as well.

Libya could face a "protracted civil war" without a strong U.S. response to the turmoil there, Secretary of State Hillary Rodham Clinton said Tuesday as she pressed Congress to fully fund the Obama administration's foreign policy budget.

"The stakes are high," Clinton said in testimony before the House Foreign Affairs Committee. "A strong and strategic American response will be essential," not only in Libya but throughout the Middle East, if the United States is to protect its national security, she said.

On the other side of Capitol Hill, a top U.S. military official told the Senate that imposing a no-fly zone over Libya would require first crippling that country's air defenses, including surface to air missiles as well as the Libyan air force.

"No illusions here," said Gen. James N. Mattis of the U.S. Central Command.

U.S. military officials said last night that at least three U.S. warships, including a destroyer already in the Mediterranean and two amphibious assault craft in the Red Sea, were en route to the Suez Canal.
