Here is the agenda for the County Commission meeting on December 18, 2012 starting at 9AM at the courthouse at the DeFuniak Springs courthouse. Items of particular relevance south of the Bay are highlighted in blue.
Here is some information on a few of the items:

1. The Restore Act items under Commissioner Sara Comander's name. As you know, Walton County is a participant with 21 other counties in a consortia formed to disburse funds received in the "competitive pot" of The Restore Act. The first agenda item pertains to election of officers for the consortia. The second agenda item relates to the agreement among the 8 Panhandle counties for the distribution of funds under the "county pot" of The Restore Act. For that pot, The Restore Act requires that 75% of funds go to the 8 Panhandle counties. It then provides a formula for distribution among the 8 counties based on factors such as:

  • 20% distributed equally
  • remaining 80% distributed-

30% on weighted average of oiled shoreline
30% on weighted average of county per capita sales tax collections estimated for fiscal year 2011-12
20% on weighted average of county population
20% on inverse proportion of the weighted average distance from the DWH oil rig to the nearest and farthest point of the shoreline.
The 8 counties have come up with a draft allocation formula based upon these percentages. The Commissioners of each of the counties are being asked to approve the proposed allocation. Applying these formulas based upon figures from each county, the allocation looks like this: Walton County gets13.86%/ Escambia gets 26.94%/ Santa Rosa gets 10.25%/ Okaloosa gets 15.57%/ Bay gets 14.43%/ Gulf gets 6.02%/ Franklin gets 7.93%/ and Wakulla gets 4.00%.

2. LSA 12-01.04 - TRANSMITTAL HEARING under Legislative Items. This is a significant change to the current requirements for the Light Industrial land use. It is a proposal by county staff to amend the Comprehensive Plan to remove the requirement that the Light Industrial Land Use be located on a major collector or arterial roadway with immediate access to the regional roadway network. This proposal will essentially allow property to be designated "Light Industrial" where it meets "compatibility" criteria as opposed to the more restrictive current location requirements that confine Light Industrial to certain roads. As of the last meeting, Staff had not composed any compatibility standards that would be used by Staff. Staff asserts that restricting the location of light industrial activities to certain roadways is stifling the county's ability to "quickly address economic opportunities". The staff explanation states this amendment would particularly benefit South Walton "where supporting light industrial uses would benefit the local economy."

In essence, staff wants to substitute the standard of "compatibility" for the current locational restrictions on light industrial uses. The first draft proposed by staff also allows "general commercial uses" in the Light Industrial land use category. Those uses are allowed currently but as Light Industrial is restricted to more major roadways, the inclusion was allowed in the last EAR process.

Here are the allowable Light Industrial land uses: office, showroom/warehouse, wholesaling, light product assembly, building service trade, communications towers, automotive maintenance and repair, and substantially similar uses. Accessory uses within a development are also allowed. They include personal services, business services, restaurants and cafes, newsstands, and similar support uses.

Here are the current General Commercial uses: offices, retail, wholesale, lodging, restaurants, shopping centers, medical facilities, commerce parks, fueling or gas stations, repair shops, convenience stores, supermarkets, and other substantially similar business activities. Apartments may be allowed as a conditional use.

At Tuesday's meeting, Staff was directed by the Commissioners to provide some type of compatibility analysis in connection with this proposal. I am currently waiting for the next draft from Staff. I was told at 4PM on Friday, it was not available. If I get it in time I will send it to you.
