I don't know how long our constitution reads, but is this document worth altering for money that will spent in short order? Is this about TV and print ads, mentoring, and why an amendment? Does the legislature view the settlement money as a slush fund for pet projects? I would think to curb smoking, make the product only available in state run tobacco shops. Cigs are just too easy to buy. Better yet, put an education tax on the product to benefit kids at the local level.
