I know some people whose brain never developed. 
I read about this in a magazine on the way to SoWal once. They found that from age 25 and up people took more responsibility for their actions, which is the magic # used by rental car companies and vacation homeowners.

Thanks Kathy!!! my daughter will be thirteen at the end of the month and I swear there are days I think she is halfway to psycho !!!!!!! teenage crap and add in PMS and all the girl junk........I dont know how my mom did it!!!
