Two or three lots east of the intersection.

First, they put up a chain link fence around the lot.

Now there's a crane in there. At first, I thought they might be either removing the "temporary" seawall (HA!) or further reinforcing it. Now, it looks more to me like they are boring big holes and filling them with concrete.

Anyone know what's up?

It looks just like pin footings or the first stage of pile caps for a foundation to me. I love that kind of construction. I was watching Carl and those guys prepping the steel last week.
 
Looks like they are building a house, and decreasing their liability risk by erecting the fence (more likely keeps trespassers from entering and getting injured).

You got that right. That welded ladder on the side of the jib was calling me hard when I passed. Imagine the euphoria of feeling the air at that upper knuckle.
