Florida Legislators making it hard to sue

Reading the political peices from around the state. The Florida Legislators want to limit the Florida School Board Association the right to sue the State, with taxpayer money, for laws they think may be unconstitutional. They also want to pass a law that will limit the publics ability to collect damages because local governments failed to provide public records. They want to leave it up to a judge, at least that is what proponents are saying.
