Because you use it in both the up and down position, and others always use it in the down position.

Because a woman falling in the damn toilet in the middle of the night is VERY hazardous to your health and love life.

So.........if you put it down shouldn't you have to put it up?
Don't you look at the toilet before you sit down? What if the previous user miss fired and you have a mess?
