Thank you Abby for asking the question about the South Walton Mosquito Control also thank you Bob for answering and providing excellent information about the work that SWMC does.
I would like to add a couple of other advantages of us having our own Independent District.
Example:
1. Presently one of our neighboring county, which is a Dependent District, where the County commissioners run the program. Recently had their budget cut in half, meaning that at the present time, half of their trucks are running and the other half are sitting in a equipment yard. The reason to do this was so that the funds for mosquito control could be diverted to other pet projects of the commissioners. Now ask yourself who gains from this and who suffers.
2. The state of Florida does provide some funding to all counties for mosquito control. Under the current administration, 50% of that funding was cut to all counties. Independent Districts were able to adjust their budgeting to offset this loss, whereas counties, which were dependent to the commissioners, were not able to. Again, this ties the hands of mosquito control program in a Dependent District.
3. Often in many Dependent Districts, the workers for the mosquito control also are pulled to do work on roads and other departments within the County since they are first County employee. Employees of an Independent District can only perform services under their Independent District program. Consequently, you wind up with better-trained employees, conscientious employees and people take pride in their work.
4. Independent Districts are nonpartisan. Consequently, there is not one political party running the organization the people within the district run the program. The SWM C works closely with Walton County but does not take orders from the Walton County board of Commissioners.
The approach that I use in reference to an Independent District is as though it is a publicly held stock company. The voters are the stockholders; the commissioners are the Board of Directors and have to answer to the stockholders. Our mission statement is to provide the highest quality service of mosquito control at the best affordable price. SWMC aggressively pursues this path, and I am personally very proud of the employees and their dedication to service.
John J. Magee.
Commissioner, SWMC
