it probably will have no bearing on your value at all...but if it did, it would probably be a positive one. A beach access with a restroom facility tends to be more valuable than a beach access without one, so your surroundings will have been improved and some of that improvement will accrue to your property.

Sounds like both your minor complaints - odor and design could be easily solved w/ some good landscaping.
