Dunno. Not my area of expertise - just reporting the alerts that get emailed to me from http://research.myfwc.com/features/view_article.asp?id=9670. It would be sad if the official state agency for monitoring this is so incompetent that they are making incorrect reports. But stranger things have happened in Florida State Government, like not being able to count votes correctly in 2000.

the state dosen't monitor - they take the reports and tabulate them - the days are long gone of new sample containers each trip - the ones today are washed and reused - often wondered if govt washed their sample containers properly...
