Dr Richburg can probably save his pension if he avoids a felony conviction. I am not surprised he's working with the state.

Ray's under at investigation from the FBI for at least three different incidents now (Blackwater prison, RPOF credit cards, the insurance job) if reports are correct. Which is pretty impressive in terms of corruption even by Panhandle standards.

Now surprising Richburg is the one to cut a deal first. He always had the most to lose financially, (and yeah, he keeps the pension if he testifies truthfully, pays a $100K fine, and does community service) and he's at a time in his life when he doesn't have many good working years ahead of him, even as an 'insurance agent'.
