It's a long story... :funn: Government housing also can double as rent controlled. Some lucky people manage to pay like $1200 for a 3 br! I had a friend who was making about $25k and she was totally eligible. It's hard to get into. They have them over where we were on the east side in the 20s which is Grammercy and then in Chelsea.
