They go out of their way to make sure they follow the rules so they can't be prosecuted. Lots of people are waiting for any excuse to shut them up.

MOAA didn't...and still doesn't...see it as a free speech issue, but rather as a vicious and reprehensible personal attack on individual service members and their families.
