What is the purpose of the CCCL if property owners can feel free to build to the south of it?

Thanks for the links. It appears to me that building 50' south of the CCCL to the edge of the cliff in the photo might be literally and figuratively "over the edge."

It is the Coastal Construction Control Line which means any construction south of the line is permitted and controlled by the Florida Department of Environmental Protection.
