What's happening on Santa Clara Drive

How tough would it have been to gently slope it ramp-style?

Not very tough at all - which is why the majority of sidewalks in the US meet the lower street level that way.

It's concrete 101 - they even have guidelines about the patterns for the sloped part to give traction for wheelchairs.

Everywhere I have ever lived sidewalks have always been elevated several inches above street level. I always thought the sidewalks in this area were not designed well only because people park on them all the time and drive right over them when they cut corners too short. I have yet to see a sidewalk in good condition here because of that. You take your life in your hands in my neighborhood when walking on the sidewalk especially at night because the concrete is breaking apart in big chunks at all the cracks and no one is interested in repairing them. Elevated sidewalks are always sloped in spots or have ramp like areas in several places and also at the end of every driveway for easy access by bicycle, wheelchair or whatever. Frankly I like that idea better and wish they were all constructed that way here but that takes more time and is more difficult to do. Sidewalks would remain in much better condition if they were constructed that way.

Since it appears that no one had taken my advice to check with the TDC, I decided to do it for all of us and here is their response. As I expected, the project is still ongoing. I would highly recommend contacting them directly if you have any other questions.

The project is ongoing and so what you are currently seeing is not the completed project. The valid concerns that were raised are an example of the ongoing construction. Currently, the sidewalk tie-in with 30-A is not complete because the crosswalk has not yet been addressed. The current sidewalk is higher than the asphalt on 30A since the overall project includes a slightly raised crosswalk crossing over 30A that will tie back in to the same elevation as the sidewalk. Once complete, the parking facility will meet ADA guidelines.
