Does anybody think it's strange that the Japanese have built these amazing robots that stand on two legs and almost look human, and our guys have built these goonie dogs that prance like drunk antelopes?

Yeah the Japanese are all electric and ours have 2-stroke engines. I think you have to pull a rope to get it started.

The Japanese will likely lead in androids and humanoid robots. Personal assistants, nurses, sex partners, etc.
America will of course lead in weapons and spying. Drones are about to fill the skies and congress and the media will jump all over it and most of it will be fear mongering and distraction from real issues. Although there is huge room for abuse.
