Who is in charge of setting these salaries? Perhaps this needs more citizen input.

Those are set by the BCC.
 
The rates are set by FRS. I understand a hazardous pay difference , but Ronnie Bell, Pat Blackshear are highly compensated individuals - why would they have those substantial differences in the retirement contributions. Also why are Elected officials, Clerk, Supervisor of Elections, Property Tax collector, County Commissioners, etc treated SO WELL ?

Perhaps because the constitutional officers are personally and individually responsible for everything their employees do, or do not do?

Some governments pay into the FRS on behalf of the employee. Some contribute half. In a few cases, the employee contributes all. I don't know what Walton County does. For state employees, the employer pays the retirement costs. The cost of the contribution is figured into the total cost of maintaining that position.

Walton County pays it all. As well as a contribution is made to retirees toward their medical insurance.
