Time to dust off the old sign.

So does everyone understand why I've been beating the drum for an independent audit of the TDC? Everything- finances, processes, staffing and mission. We have got to be concerned about this out of control situation. The state gives the TDC authority to tax, they need to come in now.

How will an audit help? You can already see that too much money is being spent. It is not like someone is getting kickbacks or something. Unless you know something you are not telling the rest of us?

Whats the skinny on Titus? I heard last week she is consulting for them now at more than she was paid as an employee in the past?

I hate to participate in the conspiracy theory at this point but there are three points that need to be made here. One is that the reason for the 10 million dollars was for the western Walton County beach restoration project. The second one is that bed tax increases are occurring not decreases. The third one is that the debt service on the two loans is budgeted and paid through the third cent dedicated for beach nourishment purposes.

Just so everyone knows, all expenses by the TDC are governed just like any other County Department. They are outlined in a budget which is "scrubbed" by the County finance department, County Administrator, etc. before being presented and approved by the BCC. Then the TDC is independently audited each year as part of the County audit.

As for processes, the TDC creates and presents a Strategic Plan each year that serves as the basis for the creation of their proposed budget. That Strategic Plan is created in March and April and is presented to the BCC for approval prior to adoption. It dovetails with the County's strategic plan but is a little more focussed on the TDC's responsibility. The TDC has used strategic planning to guide their processes since at least 1998 and maybe earlier, I am not sure. I don't think the County started strategic planning until a few years ago.

As for staffing, I do not believe the TDC has filled any new positions lately but I bet they could answer that for you. They do have an internal human relations plan that dovetails with the County's HR plan but identifies other things that there staff must do in the realm of professional development. It lays out individual development plans for each staff member in order to improve the services that they offer. Additionally, cross training for different positions is highly pursued for administration staff to improve efficiency and in order for the TDC to function as a team instead of independent disciplines.

I could add to this a long list of things that the TDC has done in regards to international accreditation, awards and recognition but I am not sure that would serve any purpose. But if you get a chance, go in the administration office and just look on the walls and you will see that the TDC is far from an out of control situation. Or better yet, here is a link to the last annual report that may interest some of you.

They pledge Bed Tax receipts as collateral. They get paid first before the TDC gets anything, and yes they are a entity of the WC BCC and therefore you and I are also liable.

Spending has sharply risen in the past few years while the Bed Tax collections have declined when you factor out the 25% rise in the bedtax revenue since 2004. They raised the tax rate from 3% to 4% in 2004.

This is incorrect. When comparing only the first two cents that have been collected continuously since 1987 (or maybe 1986), the bed tax was up 8.7% in 2005-06 over 2004-05, and was up almost 13% in 2006-07 over 2005-06.
