Wait. The credit card legislation was presented / proposed under the 110th Congress and advocated by President Bush in late 2008. From its inception, it was always proposed to go into effect August 2009. A timing issue prevented this from passing under the 110th and did pass under the present 111th Congress, which began (I think) two weeks before President Obama was Inaugurated.
This Congress (IMO) has NOT avoided recession and great unemployment as we were well into a recession and unemployment percentages grew in 2009. Some markets have unemployment approaching 20%, but the national average is around 10%. What did occur was that unemployment benefits were extended from 26 weeks to 99 weeks.
Healthcare Reform and Financial Reform are the two largest pieces of legislation EVER passed in this country. Have they been completely reconciled? I am not opposed to some regulation (we need it to abate crooks, basically), but the financial industry has been regulated since 1934. This became law in the midst of the Great Depression, which was created by brokers selling worthless securities / paper.
Under the 'guise' of regulation, many feel safe - unfortunately many 'felt safe' placing their money with Bernard Madoff......afterall, he was heavily regulated.
I am not convinced the 111th has placed policy before politrix. The jury is still out on this one.
